Oil Bunkering (Nigeria)

Federal Government is proposing a new licensing regime and there is no significant expertise in country.

Looking for experienced technical partners to form a JV operation in Nigeria with local business group.
Partner to primarily provide the technical exprtise rather than capital (though a joint equity company is probably more likely)
